Changing Costs Doesn’t Cause Resimulation

In RESFEN 3.1 and RESFEN5 Beta 1, if the utility rates were changed on the House Library Detailed View the program would require the house to be resimulated. Because the utility rates are simply multiplied by the heating and cooling energy consumption, there is no need to resimulate the record if only the costs change. Therefore in RESFEN 5 the program simply recalculates the cost if the rates are changed, rather than forcing a new simulation.
